Abstract
Energy innovation and sustainable development play significant roles in the economic development and technological progress of a country. This paper first reviews the measurement methods of energy efficiency in existing literature, selects evaluation indicators based on the influencing factors of energy system performance, and proposes an energy efficiency evaluation method combining the Malmquist index and the Data Envelopment Analysis (DEA) model to evaluate and test the performance of energy sustainable development in each province of China from 2005 to 2021.
The study finds that, firstly, the energy efficiency in China has generally shown an upward trend, but there are significant differences in efficiency scores at the provincial level. Secondly, the performance change in China has an overall improvement (PCEN > 1), the fluctuation of the ECEN reflecting the change in the technical frontier is large, while the CUEN reflecting the catching-up ability of the decision-making unit relative to the technical frontier fluctuates less. Thirdly, due to the heterogeneity of methods, the results of traditional black box models (EB), network models (EN), cross-efficiency black box models (CEB), and cross-efficiency network models (CEN) are different. The cross-efficiency model (CEN) shows unique advantages. Subsequently, this paper provides an example support for the research with the biomass energy recycling project. Finally, this paper refers to international experience to propose policy suggestions for energy innovation and sustainable development and differentiated intervention measures for energy efficiency gap in different regions.
