Abstract

Purpose: Employee health management is critical for enhancing corporate productivity, and scientific evaluation is core to effective health management practices. This study aims to construct an evaluation index system for assessing the employee health management effectiveness tailored to China’s national conditions (Hereinafter called “evaluation system”), and to empirically assess its differentiation, accuracy, and universality.

Methodology: (1) Grounded in literature and policy analysis, the study adopts the PDCA theory as a foundational framework and employs a modified Delphi method to finalize the evaluation system's structure. Indicator weights were determined using the Analytic Hierarchy Process, and a standard scale was created for various applicable subjects within the evaluation system, with its reliability assessed (2) A questionnaire survey and comparative analysis were conducted to evaluate and compare the results of sample enterprises certified as "Healthy Enterprises" by local regulatory authorities against those that were not. This comparison served to empirically test the discriminant power and accuracy of the evaluation system constructed in this study. (3) A multi-group ANOVA was performed to assess system’s applicability across enterprises differentiated by type, region, industry, listing type, and scale.

Results: (1) Evaluation System Construction: Following two modified Delphi rounds with 17 experts across diverse fields, the evaluation system was established with four first-level, twelve second-level, and forty-four third-level indicators. The weights assigned to the first-level indicators—namely health management planning, implementation, monitoring, and improvement—were determined to be 8.96%, 50.18%, 31.90%, and 8.96%, respectively. The standard scale demonstrated strong reliability through quality testing. (2) Empirical Research: the study analyzed valid questionnaires from 36 enterprises and 929 employees. Conclusion: This study constructed a comprehensive and scientifically grounded evaluation system to assess the effectiveness of employee health management within Chinese enterprises. The preliminary evaluation indicates that the evaluation system yields relatively precise and highly differentiated assessment outcomes, showcasing notable universality and operational feasibility.
