Abstract
The quality of human resources of a nation will determine their competitiveness in the twenty-first century. The well-equipped and skilled human resources will contribute to individual, organizational and national development through improved performance. In Singapore's case, it has used its location and its human resources to the greatest possible advantage through effective human resource development strategies. It has succeeded in being included in the top five of the competitiveness lists each year. This paper examines the human resource development strategies adopted in Singapore and highlights the possible lessons on human resource development at a national strategic level for other nations.
